add workflow to push "starter" dir to "charmil-starter" repo

yes yes, whatever works. currently -

remote: Permission to aerogear/charmil-starter.git denied to github-actions[bot].
fatal: unable to access 'https://github.com/aerogear/charmil-starter.git/': The requested URL returned error: 403

Use your own token for now. I will swap it next week
