Have the ability for the user to comment all the fields he or she filled
out both during the creation of the input file and the input file review.

Before running the DATCOM program all comments shall be stripped from the
input file.

Headers and footers for Namelists implemented. Inline comments are not a 
priority so 
dropping the priority waaaay down.
