Can TFs that aren't expressed be identified as regulators? #122

Question, not an issue. Can transcription factors that aren't expressed still get identified, based on motif enrichment? Genie3/GRNboost looks at co-expression, but what about RcisTarget? Can it identify TFs not identified at the Genie3/GRNboost?
