AEX-11: Compliant Fungible Token Standard

This is an initial proposal for the new token standard for fungible tokens.

Motivation:

Create a standard for token compliance - must have for real world scenarios.
Be a foundation for tokens and dapps composability - must have for having a working and thriving ecosystem of interoperable tools (wallets, frameworks, oracles, dapps...)
Provide enough primitives for tokens and dapps interoperability.
Base for the my interoperability talk during the Aeternity Universe One conference.
