Skip importing hardfork accounts for custom networks

As pointed out by @velzevur using the config of hardfork 5 at height 0, there should not be any minerva account required when importing the hardfork accounts.

this config is not possible with mainnet or testnet, for a custom network there shouldn't be any account importing
