feat/gh actions pipelines #86

We have to sync on workflow and gh events. Not sure are going to migrate it now to gh actions , but lets we have the PR open and discuss it.

In general I prefer to support CircleCI instead of GH actions, this repository is under foundation maintenance

If the foundation takes care of it I think the foundation should handle the deployment pipeline etc. So we can close this PR for now.

Okey, we had to sync earlier on that ,actually we did it and isn't there a concerns about the CircleCI price, as far as I remember that was the reason to start using the GH Actions. 
Isn’t that a service that was in the list for migration to eks cluster ? 
Isn't better to use one platform across projects? Let me know ,if I have to close the PR or feel free to close it.
