Commits in `master` should trigger rebuild of binaries #11

Once a new change has been merged to master, a new issue should be create automatically in https://github.com/aeternity/ecrecover-prebuilt which will update the binary files to the version from this master.

For that to work the process must be able to fetch artifacts from CI and add them to the created issue.

@tolbrino isn't is pushing to aeternity/ecrecover-prebuilt better? Why would you need an issue ?

In general the workflow and all the plugins needed sounds a bit brain ... suck for me. Can we somehow improve the process of souring binaries somehow? Let's discuss.
