[CH002][Chore] Setup Deployment and Upgrade Ruby version #13

Why

Upgrading Ruby version so that Heroku will accept the version of Ruby on it's default stack and deploy the application

Acceptance Criteria

Ruby version should be upgraded to the latest version that Heroku can support
Deployment should work

Changing this ticket up a bit, we don't need to upgrade the Ruby version but simply change the stack of Heroku so that it supports the version of Ruby the template is running 🤓
