Example where a rate parameter is set to zero for an interval of time #39

There is no obvious way to set a rate parameter to zero for an interval of time, this makes it difficult to account for periods of time when there was no surveillance in place. It would be nice if you could set an interval of time for which the sampling or occurrence rate is zero.
