BUG: Versioneer `skip_changelog` #152

The problem

The skip_changelog label is not working properly. These PRs are still causing a version bump via the versioneer.

Environment

Browser (with version)
Dropdown menu option
File uploaded (if applicable)

_PR template was adopted from appium_

Was resolved by #153. Versioneer will still bump whenever a new deploy happens (even if skip_changelog is used; likely will only cause bumps for doc-only changes).
