Bump actions versions

Proposed changes

Main purpose of this PR is to perform a bump to integrate the bug fixes to the reusable actions. Also properly sets the version in pyproject.toml. In paralllel with this PR, I've also yanked the incorrectly tagged and release vv1.3.0-pre-1 version.
