Missing tooltip features

Tooltips are missing the following things:

[ ] No support for persistent tooltips.
[ ] Tooltip should be repositioned on anchor move.
[ ] Support for tooltips on unbounded elements.
[ ] Logic to position the caret relative to the tooltip (introduced in v11.
[ ] Might not work on mobile devices (some touch support events were added in v11, which have not been ported).
[ ] Not persistent tooltip should hide on scroll.
