Rewrite INSTALL/UPDATE packages for Homebrew #1

Seems like it might be a good idea to be a bit more opinionated. Might need to test for OS too.

  1. Run xcode-select --install
  2. Install Homebrew if not installed.
  3. Use Homebrew to install/update packages that aren’t installed.

Looks like Homebrew will work on Linux and WSL. https://docs.brew.sh/Homebrew-on-Linux
