Apply design specs #4

The current page layout and style are from the initial commit. Our designer has now published final design specs here. We would like to apply these design specs to the views and components.

Awesome! As you may have already noticed Bootstrap-Vue plugin is already installed on the project. Keep using that for better responsiveness and mobile friendly-ness.
