Pre-adopting a DT flavor Conditional Predicate is not reflected #2963

Created a 2.6 DT flavor and added a conditional predicate , then created a 2.5.1 MSH flavor constrained using the 2.6 DT flavor. The conditional predicate and usage are not reflected in the MSH flavor.

@haffo I just got the same results with a segment flavor added to a message with the same version.
