Recent change to RelativePath causes bad ../../ vs ..\..\ on cygwin #85

We recently adjusted how RelativePath works to be more correct.
Unfortunately for the small subset of developers running gyp with cygwin 
python, this now generates forward slashes where backslashes were 
expected. In particular this shows up in action/rule command lines.
