Vignettes don't build in Ubuntu #13

Building vignettes using R-CMD-CHK workflow doesn't work in Ubuntu, potentially due to a UTF-8 encoding issue.

Example: Error: Error: processing vignette 'make_idw.Rmd' failed with diagnostics: invalid string in PangoCairo_Text
