Create station reference table #1

We should create a reference station table for all surveys with survey_definition_id, station, stratum, centroid lat/lon, area_km2, design_year, and maybe a few other columns. I created an initial version of this table (OLD_STATION) here, but will need improvement to fit into the GAP_PRODUCTS oracle schema. @zoyafuso-NOAA could you work on this? Or can I when I get back.

I am going to postpone this issue until after we can settle the bathymetry raster discussion with Ned/Mark/Stan and then I can make an example version of the consolidated table.
