First off, thanks for fixing Windows build!
This PR upgrades: SDL2 to 2.30.1, https://github.com/libsdl-org/SDL/releases/tag/release-2.30.1 SDL2-image to 2.8.2, https://github.com/libsdl-org/SDL_image/releases/tag/release-2.8.2
Tested compilation and gameplay, no errors encountered during the test
