Fix username/user ID mapping #10

Document that password is required to be an API token
Map from username to id, because of https://developer.atlassian.com/cloud/jira/platform/deprecation-notice-user-privacy-api-migration-guide/
- Fix the checker to check using the id (should probably fix this some more to verify the username is as expected...)

This is still a draft because we haven't run it in production (maybe more changes are needed?)

After this is verified to be working, I will unmark as draft.
