This PR:

Adds a manually triggered (workflow_dispatch) Actions workflow which:

TODO: Separate PR: Add support for macOS Apple Silicon when https://github.com/github/roadmap/issues/528 is done (Q4 2023)

Relates to #37

Perhaps @bradmccoydev too as I know you have a lot of experience with GHA.

As a next step, I'd love to get these binaries attached to each release automatically.
