Rename kenlm-sys to ctclib-kenlm-sys #5

Currently, kenlm-sys crate is private and its functionality is limited to satisfying the requirements of ctclib. To publish ctclib crate to crates.io, we have to publish kenlm-sys too, but it is not appropriate to acquire the name kenlm-sys due to its lack of functionality.
