Reintroduce agent functionality #43

The Celery agent functionality has been removed or replaced by 896a4b5

A service called hades-agent is still present, but it's not an agent.

This PR will

split the periodic database maintenance into a refresh and a cleanup service,
move all executable modules into the hades.bin package.,
reintroduce the actual agent functionality
