Hide usertraffic link for visitors outside DSN #400

The credit gauge used to be hidden when it couldn't display useful information, since around 33a3f1fec80686d32aa8c6b7e2bd82dbad7f100c the link that replaced the gauge now shows up all the time, which is rather useless and confusing if you are connecting from outside the DSN and not logged in.
