How are the new routers set up? #72

I want to describe the new routers that use penalties and how they differ from the freespeed and global routers. I have a few questions: Do the global and freespeed routers normally use penalties in any way? How were penalties used previously before making them dynamic and allowing for them to be used by routers? Were they always router specific or is that new? What are the particular new routers we have for evacuation? What is the simplified description of how these routers determine the route? I.e. do they use freespeed and then apply penalties? Or global and apply penalties? Or ...?? What are the aspects that are used in calculating the cost of a link?
