Allow agents to register for available percepts #30

In #28, we implemented a mechanism to allow agents to receive BLOCKED percepts outside of BDI actions. This should be extended to allow agents to register for any available percept, including CONGESTION.

Available since cf55531 athough there is no dedicated test for it yet. /cc @chambul
