Write wrapper script for generating population for arbitrary list of SA2 #13

The scrip should take as input a list of SA2, and perform all the algorithm steps only for that subset of SA2. This applied to pre-processing as well as the final grouping algorithm.

Not required, given that the entire population for Melbourne can be created in minutes anyway. Users can then simply take the CSV files for the SA2 they want to consider.
