CI - PR metrics #34

We want to measure key project health metrics across PRs over time:

Number of PRs by week
Number of comments by PR
Time to close PR
PR size

This can probably done with some external system, such as Power BI or scripting with the GitHub API. Perhaps GitHub Apps exist for this too.

@arckumari Having PR metrics and code coverage as "Success Criteria Metrics" are definitely very relevant. I wonder if there are other additional metrics that we should consider to measure success. Would be good to have the input of the whole team on that.

@arckumari, @chrislomonico, as per comment above by @marcgs, I added agera-edc/DataSpaceConnector#43 to define the metrics that should be collected.

@zeier @arckumari is this spike still on going? Being that a spike should be completed before the next issue is picked up (#28) and started. Not sure if this is how it is meant to be.
