Contract Definitions are not Displayed in other Participant's Catalog

If a new contract definition is created, the newly created item is not visible in other participants' catalogues.

Steps to Reproduce

• Deploy a new MVD version
• Create a new asset
• Create a new policy without any constraints (so that the item will be available for all participants)
• Create a new contract definition for this asset with the previously created policy
• Check the catalog browser of other participants --> the new item is not available

Retested with the latest MVD version, the issue does not persist anymore.
