Push GAIA-X membership Verifiable Credential (with ADR) #240

What this PR changes/adds

Add to each participant Identity Hub, a GAIA-X membership Verifiable Credential issued by an external authority trusted by dataspace participants.

Includes ADR on verifiable credentials.

Why it does that

The credential can be (later) verified by the dataspace authority as part of membership policies.

Further notes

Fixed deployment pipeline: VC Issuer field was empty because gaiax_did_host was not available.
Reduced command verbosity in logs.
