implementation of isLoadBlocked() method not defined #7

I was trying out the pagingstore implementation and the implementation of isLoadBlocked() seems to be missing.

Thanks for letting me. I've gotten pretty far away from ExtJS in my daily life, so it's unlikely I'll get this implemented. Please feel free to make the change yourself.
