Community Validator Rootnet Weight Setting #123

In the exact same way we set weights on modules, we need to be setting weights on rootnet subnets. So rootnet weight setting is determined by user stake.

You have there list of subnets, and assign weight to each one of them. (Same as we would for modules)

Showing how much we support each one of them currently, that will go for modules as well

@steinerkelvin @gabrielcipriano we will need to query subnet data the same way we do modules on the worker
