subnet yuma consensus

This is the first part of a major Commune's incentives refactor (incentives v1).

Task

• Every netuid (subnet) that is not the subnet 0 has to use Yuma Consensus (reward distribution mechanism from Bittensor). This means that rewards are no longer distributed LINEARLY on subnets (Except the netuid 0).

• Emission distribution on subnets can start ONLY if their stake is ABOVE the parameter SubnetStakeThreshold. This parameter tells how much % of the total network stake has to be on a certain netuid (subnet) for ANY reward distribution to start. F.E. SubnetStakeThreshold = 10 This means that ProportionOfTotalSubnetStake >= SubnetStakeThreshold = Emission on netuid (subnet) can start

I agree with the later points, but restricting them to yuma can be restrictive.

its temporary until we have a way to make sure people dont use subnets to exploit the system, the general subnet should grant enough flexibility in the meanwhile. we can discuss on the call
