Burndown instead of counter #196

As a... program chair I want... a burndown chart instead of the counter for everything that has a clear deadline In order to... make it more visible whether we are on schedule or, most commonly, behind.

Just to make it more clear when we're done with this, there are 3 of such counters:

  1. Once submissions are over, we have a deadline for reviews and we know how many reviews we need (3 * # of non-cancelled submissions).
  2. Once reviews are over, we have a deadline for author notification and we know how many review decisions we need (# of non-cancelled submissions)
  3. Once authors have been notified, we have a deadline for author confirmation and we know how many responses (confirmations or rejections) we need to receive (# of submissions pending_confirmation).

The only detail is that, for some of those, we don't really have historical data (to create the burndown). For example, I can tell when reviews were created but, now that we can edit, not sure that's good enough. Review Decisions are sort of easy in that sense. Confirmations/rejections are not because they change the sessions themselves instead of creating new things... so it'll be hard to tell on day X, how many were not confirmed/rejected on day X - 1.

I've seen burdowns at some point.. not sure when/how they show up..
