Shouldn't accept co-author when she already has 3 sessions submitted #254

Given... the session limit per author is three... In order to... avoid having any author with more than 3 sessions As a... Program organizer I want... authors to get an error when trying to submit a session with someone who already has reached the limit, when adding solo and pairing sessions.

It should work with cancelations too! Should I open a new Issue for that?
