FWIW (I have no experience managing LMS creating content, creating courses, etc. I do have a tiny bit of experience using LMS tools.) This is my very limited $0.02:

The few LMS that I recommend for consideration are:

  • Udemy - has gotten good reviews from some of our staff. Would provide option for paid course, and could make use of 100% discount codes. Not sure if it provides the whole LMS platform (testing, messaging, etc.) but I think it may handle much of that.

  • Litmos - ran a Pivotal course I took. Seems fine as a student, but it seems to have a less feasible per-seat licensing.

There are some services already aimed at agile training in government. Since they are paid courses, it is hard to get a feel for how they look in practice.

I evaluated a handful of apps, all open source. Overall, I think Moodle makes the most sense. The open source aspect of each could be a nice tie in when talking about Agile values and ideas.

Moodle

https://moodle.org/ Highly recommended on multiple blogs and eLearning sites. I found the demo easy to use and it was built with eLearning in mind.

OLAT

http://www.olat.org/ App is focused on traditional educational institutions such as universities or high schools. The page layouts and content centered around syllabuses, assignments, materials, etc. Does not seem to offer the type of content we need for AGL.

ELMSN

https://www.elmsln.org Very robust solution, a bit of a gun in our knife fight. If we started to build a very large community, I think this would make sense but not for v1.
