Content moderation field is broken on translations in certain circumstances #41

How to reproduce

  1. Translate a node from /section/veterans-benefits-administration/pension-benefits-hub that doesn't already have a translation, into Spanish
  2. Save as draft
  3. Edit
  4. Change the workflow state to "in review."
  5. You'll see an error associated with the Moderation state.
  6. Change the workflow back to Draft and click Save.
  7. Change the workflow state on the node view page to "in review"
  8. It should work find this time.
