When I visit /section/veterans-benefits-administration/pension-benefits-hub
I would like to see the language and translate button and language filter that I see on admin/content so that my experience can be the same.

On the path /section/veterans-benefits-administration/pension-benefits-hub
[x] There should be a filter to filter the list to Any, Spanish or English.
[x] All Benefits detail pages should contain a "Translate" button that directs to /node/[nid]/translations
[x] The edit button for pages should point to /node/[nid]/edit on English pages.
[x] The edit button for pages should point to /es/node/[nid]/edit on Spanish pages.
