MTD-54 Add translate actions to section view. #56

Adds translation button , filter and fix edit button to point to proper translation.

Should look like:

Testing steps:

[ ] Visit /section/veterans-benefits-administration/pension-benefits-hub
[ ] Validate the the language filter works.
[ ] Validate that the translate button appears for benefits detail page and takes you to the translate tab on that node when clicked.
[ ] Validate that the edit button points to the /es/node/[nid]/edit path for spanish nodes.
[ ] Validate that the edit button points to the /node/[nid]/edit path for english nodes.
