Will see note templates that you shouldn't be able to see

Summary

For the note template, you can specify roles (e.g. Reporter) in "Templates visibility" to view the template when editing an issue.

However, on the note template list display screen, the note template is displayed even for the member with a role (e.g. Developer) that cannot be displayed.

When editing an issue, you can only select note templates that can be viewed in member roles, so it behaves differently and is confusing.

Environment

• Redmine version 4.2-stable
• Installed plugins redmine_issue_templates: 0.3-stable(Maybe it also happens on the master branch)
• Ruby version 2.7.5-p203

Expected Results

Only note templates that can be viewed in a member's own role should appear in the note template list.
