Template selection doesn't appear for some trackers

Summary

I've created few templates for different trackers but for some trackers, when I tried to create new ticket and select the good tracker, the issue template field doesn't appear. I can't select a template

Plugin is installed in Redmine and activated in the project

Environment

• Redmine version: 4.1.1
• Installed plugins: redmine_agile 1.5.2 redmine_checklists 3.1.16 redmine_contacts 4.2.7 redmine_contacts_helpdesk 4.1.6 redmine_favorite_projects 2.1.0 redmine_home_page_redirector 1.0.0 redmine_lightbox2 0.5.1 redmine_people 1.4.2 redmine_questions 1.0.1 redmine_reporter 1.0.3 redmine_wysiwyg_editor 0.15.0 redmineup_tags 2.0.8
• Ruby version: 2.6.6
• OS Platform: Linux debian
• Database (MariaDB, MySQL, PostgreSQL) and its version: Mysql2
• Rails Env: 5.2.4.2

Expected Results

Have the new "Issue Template" field to select created template

Actual Results

Don't have the "Issue template" Field
