INSPIRE Metadata TG 2.0.1 hides a “shall” in a footnote to TG Requirement C.5, where it indicates “Attribute codeList shall be "http://www.loc.gov/standards/iso639-2/" and the attribute codeListValue shall contain one of the three-letter bibliographic language code values”

GEMINI Dataset Language guidance uses a slightly different URL (http://www.loc.gov/standards/iso639-2/php/code_list.php); Metadata Language has an example that uses the same ‘incorrect’ URL.

A GEMINI instance with this URL fails at the INSPIRE reference validator. Note: it does not seem that our Schematron checks this.

See also https://github.com/INSPIRE-MIF/helpdesk-validator/issues/52; they are beginning to recognise that the URL itself should not be validated.

Also, we believe our URL is better, and elsewhere in the INSPIRE document they have the more specific URL.
