Purpose and Meaning and Comment text to replace 'data' with 'data resource' Corresponding elements in other standards - again a reference to ISO 19115:2003 MD_Identification;

Interesting: are they limitations on access to the service or on access to the data provided by the service. I'm aware this is rather a philosophical question!
