Add activeAt to User model

The activeAt date keeps track of the last time the user accessed the API This may be extracted by the deserializeUser middleware

Not only will we be able to show what date a user was last active but:

• We'll be able to target inactive users with emails asking them to come back
• We'll be able to delete records of inactive users according to the relevant laws
