safari cannot download Siphon 2.3.0 rc3 (iPhone OS 3.1 and later)

What steps will reproduce the problem?
1. Opening Safari on iPhone
2. Browing to 
http://code.google.com/p/siphon/downloads/detail?name=Siphon-2.3rc3.deb&can=2&q=
3. Tapping on download arrow sign
4. An error pops up that says Safari cannot download the file

What is the expected output? What do you see instead?

I would like to download the file and use the program with my vbuzzer phone 
number but instead I get an error that file cannot be downloaded

What version of the product are you using? On what operating system?
iPhone 3Gs version 3.1

Please provide any additional information below.

Thanks for sending me the link. I have download Siphon 2.3.0 rc3 onto my Mac. 
Now how do I go about the next two steps!!! I don't seem to be able to copy it 
on my iphone via itunes or any other way. I am also not sure what I need to do 
with the last two lines after Install: 'dpkg -i Siphon-version.deb
apt-get -y -f install'. I appreciate your help.
P.S. I have just update my iphone firmware to version 4.0
