Implement tech to query x number of talks, scroll down till bottom and fetch. Works for past talks atm, crashing for /browse endpoint atm.

@argoopjmc Checkpoints:

[ ] DidUpdate funciton is called when scrolling down
[x] routes.py: SQL query correctly fetches talks
[x] Services: data is well transfered
[ ] frontend component: console.log prints the newly fetched talks
[ ] frontend component: the list of talks is successfully augmented
