Use Transifex (or similar) to manage translations #466

It's occurred to me it may be a good idea to try this out on the website first. While I've used it before, I didn't implement the system from scratch, and I find it's helpful to do a trial run on systems like this.

Ok, I jumped on this, hopefully for the better, and (re)installed translation.io in the project. It works extremely well and provides easy to use artisan commands to sync the translations between their UI and the laravel provided translation system. It also provides automatic translation which is much better than just english fallback (at least for what I checked in french and dutch).

If at some point it proves to be a bad choice, the dependency can be removed from composer.json and nothing will need to be changed on our side.

This needs documentation.

You'll tell me what you think about this particular tool. I like the tight and simple integration with laravel.
