Oracle fee #13

Oracle can charge (want) a fee for its service of verifying that an issue is suitably closed along with identity of the responder.

nice result:

  1. requestor wants completion Stamp NFT
  2. responder wants Acceptance payment
  3. reporter (oracle) wants Fee
