regex template tag?

I was playing with @jessie-check and ran into an error about regex syntax.

Let's add a template tag to the jessie std lib, please. For reference:

• Easy Dynamic Regular Expressions with Tagged Template Literals and Proxies – Lea Verou

The proxies seem like overkill.
