Does that if I were to buy a 2010 Jetta diesel on Craigslist, that I will get nothing. Or do you mean that whoever owns it (after June 2016) will now be entitled to the full amt.?

If you buy one on craigslist you will be entitled to the purchaser amount, not the amount for an owner. If you own the vehicle before Sept 18th 2015 you can get the full amount, however if you were to purchase the car after that you would only be eligible to receive the amount listed as "Adjustment" so if you can find one that fits into the settlement and cost less than roughly $5K then you would in theory make a profit.

What is the difference between purchaser amount and amount for an owner?

If you're asking about the monetary difference then I can't really say, there is a lot that goes into the calculations regarding the values. Also, some people who purchased the vehicle after the issue was found aren't even getting the option to take a buyout and are only being offered the modification option. I can't speak to what differentiates it between what options you are provided. Your best bet is to just use the VW website, enter your VIN and then see what options it provides and that will give you an exact amount that they will offer you. I'm also Canadian and working under the assumption that the US is being offered the same, if not a similar option.
